Admin setting for Personal Workspaces now enforced

Integration Service now adheres to the Enable Personal Workspaces admin setting. When this setting is disabled, users accessing Integration Service do not have Personal Workspaces automatically enabled. Instead, they are directed to the Shared folders workspace by default. This improvement removes the previous limitation where accessing Integration Service ignored the admin setting and triggered the creation of a Personal Workspace.
