Previously, upgrades were not allowed if the solution deployment contained a process that had unfinished jobs in Orchestrator.
Now, you can upgrade those processes while jobs are still running. We retain the old package version in Orchestrator during
the upgrade.
If an existing deployment with a certain name is uninstalled, you can use the same name for new deployments.
